The page tries several subtitle sources, including auto-generated captions. If a video has no subtitles at all, it cannot currently be summarized; audio transcription is on the roadmap.
Without an account, you can summarize 2 videos per day, up to 15 minutes each. After free Google sign-in, you can summarize 3 videos per day, up to 1 hour each. Reopening a summarized video does not use another quota because the result is cached.
